SAIC is seeking a skilled Program Analyst with robust program management experience, strong business acumen, and proficiency in program management tools and data analytics. The ideal candidate has successfully managed programs from inception to completion or led a large Program Management Office (PMO). Experience required in aligning program execution with strategic business objectives and driving operational excellence through process improvements and data-driven decision-making. This role requires a strategic thinker capable of managing multiple projects and analyzing complex data sets. Strong stakeholder management, communication and collaborating effectively with cross-functional teams is critical to ensure alignment between Business Groups and business partners. This position is for candidates who live in the Huntsville, AL region, although they will have the ability to work remotely.
Program Management Tools:
- Develop subject matter expertise knowledge of SAIC's existing and currently in development Program Management tools to support communication and the effective utilization of PM Tools across the enterprise.
- Demonstrate and support team members on the use of PM systems for effective project management and progress reporting.
Collaborate with IT and other stakeholders to maintain and update PM systems and documentation. - Support the upskilling of IT helpdesk with program team utilization of existing PM systems.
- Monitor and troubleshoot issues related to the PM systems, working to resolve them promptly to minimize disruption.
- Data Driven Project Management
- Utilize data to identify trends, risks, and opportunities within projects, making recommendations for adjustments as needed.
- Understand SAIC's ecosystem of program management tools/systems and SAIC's business partner and data from systems of record to support the optimal reporting and dashboards to support PM and program oversight roles in driving expected business outcomes.
Communication, Change Management, and Enhancements:
- Create and distribute regular communications, including email announcements, on PM process changes and tool enhancements.
- Develop and maintain user guides, training materials, and other documentation to support the PM Community.
- Monitor and evaluate the impact of changes to the PM Process, PM tools, adjusting as necessary.
- Gather and incorporate community feedback to inform future communications, training, documentation needs and future enhancements to PM tools/systems.
Stakeholder Management and Collaboration:
- Build and maintain strong relationships with stakeholders across various business units.
- Ensure transparent and effective communication between business stakeholders and technical teams.
- Manage expectations and mediate different interests, demonstrating negotiation and conflict resolution skills.
Program Management Infrastructure:
- Maintain and support the enhancement of project management standards, methodologies, and best practices across the organization.
- Provide tools, templates, and guidance to facilitate effective project planning and execution.
- Support project managers, helping them to navigate challenges and improve their project management practices.
- Conduct project management training sessions and workshops to build project management competency across the organization.
Qualifications
Required Qualifications:
- Bachelors and 10+ years of related experience, or a masters and 8+ years of experience. An additional 4+ years of experience may be considered in lieu of a degree.
- Must be a US Citizen.
- Strong understanding of project management, business management and data management principles.
- Experience working as a US Government Contractor, with understanding of regulatory requirements and compliance.
- Strong understanding of program management methodologies and best practices.
- Experience with multiple contract types, understanding the impact of the contract type on the business and financials.
- Program Management office and business management experience including familiarity with operational excellence and cost reduction/margin improvement strategies.
- Strong communication, collaboration, and stakeholder management skills.
Preferred Qualifications:
- PMP, PMI-PBA, or equivalent project management certification.
- Experience with Agile methodologies and tools (e.g., JIRA, Confluence, Azure DevOps).
- Knowledge of SharePoint for documentation purposes.
Work Environment:
- This position may be remote with the ability for occasionally local Huntsville, AL in person meetings.
- Potential for up to 10% travel.
- The role demands active collaboration with diverse, cross-functional teams.
