The Vanguard 2.2.1 program currently has an opening for a Technical Operations Lead to support the Department of State (DoS) Diplomatic Technology (DT). DT provides transparent, interconnected systems and security supporting for the day-to-day operations of the DoS worldwide technology infrastructure, to over 300 sites in successfully carrying out its U.S. and foreign policy mission. DT provides enterprise architecture design, engineering, operations and maintenance support services for desktops, servers, networks, firewalls, and enterprise applications across the Department. 

This role is hybrid and requires 2 days onsite in Washington, DC.

Description of Duties:

This position is within the Vanguard program's Deputy Chief Information Officer (DCIO), both directly supporting the DCIO and being attached to various projects and other Vanguard offices to provide IT Service Management and Operational Service Delivery and Service Support functions, guidance, and expertise.

Responsibilities include:

  • Provides technical oversight for all information systems operations activities, including computer and telecommunications/communications operations, data entry, data control, LAN/MAN/WAN administration and operations support, operating systems programming, system security policy procedures, and/or web strategy and operations.
  • Monitors and leads the response to complex technical control facility hardware and software problems. Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance.
  • Provides Infrastructure and Platform operations reviews, and evaluation of proposed and existing IT products and services to assure services continue to operate as intended.
  • Consults on instrumentation of the infrastructure, and compilation of records and reports concerning network operations and maintenance.
  • Analyzes and recommends software and hardware tools to identify and diagnoses complex problems and factors affecting network performance.
  • Oversees the effectiveness of the DT and Network Operations Centers. 

Qualifications

Required Education & Experience: 

  • Bachelor's degree in a related field or equivalent and 10 years of related experience.  May accept additional experience in lieu of degree.
  • Related technical experience in government IT services, ISP or federal network operations, and International IT operations.
  • ITIL Foundations Certification.
  • Networking certifications at the CCNP/CCDP level or equivalent, CCIE preferred.
  • Extensive experience leading large integrated IT services organization, including NOC, networking, and data center management.
  • Familiarity with DoS environment (data and voice networks, IT systems, policies and procedures), Foreign Affairs Handbooks (FAHs), Foreign Affairs Manuals (FAMs) preferred.  

Required Clearance:

  • US Citizenship.
  • Active Secret Clearance with the ability to obtain a Top Secret if needed.

Desired Experience/Skills/Attributes: 

  • Master's degree in a related field or equivalent and 7 years of related experience.
  • Experience utilizing MPLS, VPNs, and encryption services.
  • PMP certification.
  • ITIL Practitioner or Intermediate ITIL certification.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
