SAIC's National Security and Space Sector is seeking a GEOINT Systems Engineer to provide systems engineering and technical advisory (SETA) services to our NRO customer in Chantilly, VA. This customer is responsible for designing, building, and operating national security-related systems based in space, in the air, and on the ground.
SAIC has an opening for a mid- to senior level engineer to provide SETA services to an IC customer who is responsible for maturing and developing electro-optical remote sensing technology from applied research into demonstrably mature capabilities that can be inserted into system program baselines.
Roles and Responsibilities:

Directly supports the government program manager throughout the research and development lifecycle for electro-optical remote sensing projects including:
-
Provide programmatic and technical support to customer leaders and staff as part of a Systems Engineering and Technical Assistance (SETA) team

Provide administrative support for the program office to include Budget Profiles and Tracking, etc.

Draft acquisition documents (e.g. Broad Agency Announcements, Requests for Proposal, Statements of Work, specifications, Contract Data Requirement Lists) and support source selection activities (e.g. technical evaluations)

Initiating and planning project acquisition

Assist the IC customer with the acquisition and oversight of technology development contracts and develop briefings for government and industry

Review development contractor's engineering documents and procedures, requirements flowdown, verification methodologies, calibration plans, Concept of Operations (CONOPS), Interface Control Documents (ICDs) and test plans to ensure program success

Identifying and assessing project or program risk

Participate in design reviews to uphold the customer's interests

Project execution, monitoring, and controls

Project closeout and transition execution to system program offices for flight development

Directly supports the government program manager to address organizational business processes information requirements by authoring papers and briefings for internal and external audiences:

Office level reviews such as: technical performance, spend planning, or budget requests

Enterprise review boards or Inter-agency Working Groups

Departmental or Congressional inquiries

Develop technical strategies, analysis, recommendations, and roadmaps for the government customer for the future of advanced electro-optical development through:

Survey and documentation of the state of the art technologies
-
Participate in, or monitor the execution of, studies or surveys by outside organizations
-
Collaboration with outside organizations such as other government agencies, laboratories, and universities

Active participation in intra- or inter- agency forums.
Qualifications
- Active TS/SCI with Poly
- Bachelor's degree in Physics, Electrical Engineering, Mathematics or related discipline with 9+ years related experience, -or- Master's degree in Physics, Electrical Engineering, Mathematics or related discipline 7+ years related experience
- Knowledge of the data processing chain for electro-optical (EO) remote sensing systems (aka tasking, collection, processing, exploitation, and dissemination) is a discriminator, but not required
- Project management experience for research and development activities
- A willingness to learn about radiation effects on space-based EO components and microelectronics
- Demonstrated ability to work in a fast-paced, dynamic and energetic environment
- Good working knowledge of MS Office applications
- Effective interpersonal skills and strong briefing and writing skills
- Aptitude for on-site Systems Engineering and Technical Advisor (SETA) work
- Familiarity with defense and intelligence acquisition, budget planning and contracting
