Job Summary:

This position serves as part of the leadership team for the Office of Special Education, which is accountable for ensuring compliance with local, state, and federal regulations as related to students with disabilities in the organization. The work involves exercise of judgement, accountability, and discretion.?This position shall be responsible, under limited supervision, to perform supervisory responsibilities in support of working with schools and families to resolve disputes, state complaints, mediations, and due process hearings for the school division.?Participates in special projects as directed by management. A heavy emphasis will be on responding to dispute resolution and communicating any identifiable trends that may be impacting compliance with local, state, and federal regulations related to special education and Section 504.

Essential Responsibilities Specific to this Job:

• Monitors division wide compliance with local, state, and federal laws, regulations, and guidelines pertaining to the operation of programs for and education of students with disabilities;  • Mediates and manages disputes between parents and schools regarding special education matters;  • Represents the school division in state mediation to resolve disagreements between parents and schools in consultation with the school board attorney;  • Gathers and reviews evidentiary documents, interviews personnel, and writes narrative responses to state complaints in consultation with the school board attorney;  • Consults directly with the school division and the school board attorney in the coordination of activities related to due process appeals, including reviewing evidence, preparing witnesses, and representing the school division at due process hearings;  • Contributes to the development of local policies and procedures with align with the Regulations Governing Special Education Programs for Children with Disabilities;  • Develop, implement, and monitor Corrective Action Plans (CAP) as required by VDOE and OCR; • Comprehensive knowledge of legal mandates to include:
  • IDEIA
  • Section 504
  • Regulations Governing Special Education Programs for Children with Disabilities in Virginia
 • Resolution and conflict mediation skills  • Ability to foster teamwork and to work collaboratively with other members of the staff, families, and other stakeholders  • Excellent collaborative and communication skills and the ability to manage highly sensitive and confidential information  • Policy and regulation development and revision related to local school regulations
