General Summary of Position
Serves as an expert in data analysis, reporting and formulating recommendations, and provides guidance to other data analysts. This position is part of the quality team. Works with management and peers on the end-to-end HEDIS submissions, audit activities, benchmarking, testing, measure validation, IDSS/PLD submission, state-required reporting, and serves as the health plan liaison. Develops and executes more complex data mining analyses to determine how decision support systems will provide the data required to make effective business decisions. Performs modeling of information sources and flows and coordinates the activities of a project team and monitor project schedules. Develops strategic report applications from the Data Warehouse. Establishes and maintains excellent knowledge of data warehouse database design, data definitions, system capabilities, programming languages, and data integrity issues. Develops and supports complex data warehouse-related applications for business areas requiring design and implementation of database tables. Adheres to the Medicaid contract to ensure regulatory and state reporting, Tracks, identifies issues, reviews, and analyzes data for HEDIS and Gaps in Care Reporting. Creates specifications for reports necessary for the quality management program while making decisions on moderately complex to complex opportunities which may support Member Engagement, Clinical Performance, Provider Engagement, Behavioral Health, and Pharmacy and exercises considerable latitude in determining objectives and approaches to assignments.


Primary Duties and Responsibilities

  • Creates and maintains databases to track business performance.
  • Analyzes data and summarizes performance using summary statistical procedures
  • Develops and analyzes business performance reports (e.g. for claims data, provider data, utilization data) and providing notations of performance deviations and anomalies.
  • Creates and publishes periodic reports, as well as any necessary ad hoc reports.
  • Takes business issues and devises the best way to develop appropriate diagnostic and/or tracking data that will translate business requirements into usable decision support tools and make recommendations based on data analysis.
  • Provides analytic consultation to other business areas, leadership, or external customers.
  • Analyzes data and creates reports encompassing a higher level of complexity.
  • Uses tools to enable HEDIS measure deep dives and data quality review to improve HEDIS Ratings
  • Maintains report forms and formats, information dashboards, data generators, canned reports and other end-user information portals or resources.
  • Develops organized analytics, reports, and data management to support Quality Improvement within the Medicaid product line.
  • Generates scheduled and ad hoc reports through analysis of large datasets from internal and external sources

    Minimum Qualifications
    Education

    • Bachelor's degree in relevant field (ie, Public Health, Community Health, Business Adminstration, IT, IS or Database Management) required and
    • Master's degree in relevant field (ie, Public Health, Community Health, Business Administration, IT, IS or Database Management). preferred

    Experience

    • 5-7 years 5 years of HEDIS/Quality Leadership required and
    • 5-7 years 5 years working in HEDIS/Quality in Medicaid organization required and
    • 3-4 years 3 years advanced proficiency in SQL, SAS and other data systems preferred and
    • 3-4 years 3 years strong knowledge of NCQA measure process and/or development preferred

    Licenses and Certifications

    • CPHQ - Certified Professional in Healthcare Quality CPHQ preferred

    Knowledge, Skills, and Abilities

    • Demonstrated expertise in knowledge of NCQA accreditation standards and the ability to operationalize standards in work processes.
    • Exceptional verbal/written communication and organizational skills with the ability to multi-task and manage multiple projects simultaneously while working under pressure to meet deadlines.
    • Computer skills.
    • Capable of working independently as well as part of a team.


    This position has a hiring range of $93,142 - $166,795
