Description

Oversees and manages the execution of information systems life cycle (i.e., SDLC) activities for small-(departmental or entity-specific) to large-scale (multi-entity or enterprise-wide) projects and programs to achieve MedStar Health's administrative, clinical, financial, and technical goals and objectives. Oversees vendor project and program managers in the execution of project and program activities. Coaches and mentors project managers through the details and application of project initiating, planning, executing, monitoring, and closing projects. Coaches and mentors project managers through the details and application of the information system life cycle. Responsible for the development of project management-related documentation (scope, schedule, cost, quality, issues, and risks, etc.), information system life cycle-related documentation (work product deliverables), and setup and use of project management tools for projects and programs. Leads all project and program management functions on multiple projects and programs. Mentors other project managers on the application of project management and information system life cycle methodologies. Leads procurement (product selection or RFPs) process.
Education

  • Bachelor's degree in Business, Computer Science/Information Systems, Health Administration, Project Management; or, a combination of equivalent technical experience and education required
  • Master's degree in relevant field preferred and
  • 35 classroom hours of project management education or 1 year of college project management credits preferred
Experience
  • 10+ years Progressively more responsible and complex experiences implementing small- to intermediate- to large-scale information systems projects and programs in a healthcare or equivalent complex setting required and
  • Demonstrated experience with successful project and program management and information systems implementation activities. Demonstrated successful vendor and customer relationship management skills and negotiation skills. Understanding of portfolio management processes and procedures. required
Licenses and Certifications
  • PMP, PgMP, or equivalent project or program management credential, certification, education, or training required

  • Adapts and leads the development of project, program, and portfolio management methodologies, processes, procedures, practices, templates, and tools for use on projects, programs, and portfolios. Accurately reflects all project and program scope and work into a scheduling tool. Accurately reflects project, program, and portfolio health, progress, and status in a project portfolio management tool. Effectively utilizes a document management system to collaborate on and share project and program documentation. Mentors project managers related to the application of project management tools.
  • Communicates and distributes information to project stakeholders. Uses different channels of communication to distribute information based on the audience. Manages project stakeholder expectations. Reports accurate project, program, and portfolio information. Mentors project managers on the application of communications management. Leads the development of project and program management documents and presentations to support projects, programs, and portfolios.
  • Identifies, documents, prioritizes, and manages risks according to the potential impact on projects, programs, and portfolios. Creates, manages and executes risk mitigation and response plans on projects and programs. Mentors project managers on the application of risk management.

  • Leads the definition of project teams, roles, and responsibilities, and reporting relationships on projects and programs. Leads project team sessions and provides feedback. Resolves project-level issues on projects and programs, and escalates those issues to the appropriate level that cannot be resolved at the program manager level. Mentors project managers on the application of human resources management.
  • Manages, leads, and provides oversight to multiple related project and program assignments, and monitors performances of all project participants, including staff, consultants, vendors, etc. Tailors standard methodologies to support program or portfolio needs. Adheres to and promotes IS project management standards, methodology, processes, procedures, and practices.
  • May assist with formal performance management of and provide feedback to project staffs/project team members supervisor in accordance with Human Resource Personnel Assessment guidelines. May provide timely and appropriate verbal counseling of staff when they deviate from department standards. In conjunction with supervisor, assists in the development of measures to improve performance.
  • Provides business leadership and portfolio management expertise needed to lead, direct, mentor, direct, and integrate multiple projects and programs across multiple entities or the enterprise.
  • Participates in meetings and on committees and represents the department and hospital in community outreach efforts. Participates in multi-disciplinary quality and service improvement teams.
