A Mastercard company, Vocalink has more than 50 years of experience in the design, build and operation of industry-leading bank account-based payment systems.
The acquisition of Vocalink in 2017 expanded Mastercard's capabilities beyond industry-leading card solutions to providing consumers and businesses with access to the array of bank-to-bank payment rails that power the modern economy. Vocalink and Mastercard are redesigning the payment environment, developing offers for real-time payments at various levels: infrastructure, applications, and services.
Our proven real-time bank account-based payment solutions have been implemented around the globe. Our Instant Payments Service (IPS) and Multi-Proxy Service (MPS) services underpin the FAST service in Singapore, the PromptPay service in Thailand, the Real-Time Payments (RTP) service in the United States and the InstaPay 2.0 Real-Time Payments (RTP) service in the Philippines. Vocalink is also a strategic partner of Sweden's automated clearing house, Bankgirot.
In the United Kingdom we have operated the core infrastructure for the Faster Payments Service since 2008, powering real-time payments, settlements, and direct debit systems, as well as the UK's network of nearly 70,000 ATMs.

Overview

We have an exciting opportunity for a business focussed IT Programme Manager to deliver a range of software and infrastructure programmes within the Vocalink Delivery Team. The Programme Manager will be responsible for the delivery of multi-year, multi-million-pound delivery programmes and roadmap to enhance the software and infrastructure services.

With a strong IT infrastructure background, excellent stakeholder management and programme management methodology practitioner, the Programme Manager will be responsible for all aspects of the end-to-end programme management to deliver programme/portfolio objectives within the time, cost, quality, scope, resource and risk constraints.

The programmes are generally up to £10m in value and cover high availability complex environments supporting Vocalink's core services. The Programme Manager will be required to provide expertise in strategic programme management, leadership and collaboration, technology implementation and integration, strategic agile planning, stakeholder engagement, customer management, programme risk management and governance and vendor management.

You will have a proven track record of programme management experience delivering a wide range of software and infrastructure programmes across the business and technology. You will have a proactive can-do attitude, be a team player and have excellent stakeholder management skills.

You will be resilient, dynamic and committed to achieving results. You will be organised and structured whilst being flexible and responsive to change, and able to re-assess priorities considering fast changing circumstances.

• Be the primary technical delivery person within Vocalink, accountable for the end-to-end delivery of large complex projects on behalf of the business.

You will be able to demonstrate experience of:
• Minimum 5 years' experience as a Senior Programme Manager
• Excellent documentation and presentation skills
• Excellent interpersonal skills including facilitation, negotiation, collaboration and influencing.
• Strong stakeholder and customer management skills, with the confidence to positively influence and challenge supportively and effectively where appropriate.
• Ability to summarise complex issues in a clear, concise and customer friendly manner
• Experience leading and managing multiple programmes, portfolios, projects and services within complex and technically challenging environments.
• Experience of driving multiple workstreams such as Legal, Process improvements, Operations, Security, Customers and Suppliers
• Use appropriate experience and methods to validate commercial assumptions and commitments on delivery prior to those commitments being made – particularly the deliverability assessments as well as and changes for inflight change using a formal Change Control and impact assessment to ensure appropriate action is taken to protect delivery and commercial relationships.
• Have the gravitas and skill to represent Vocalink within customer organisations
• Experience in a leadership role within an Infrastructure Programme delivery team.
• Strong infrastructure and software programme delivery experience, ideally within a large financial institution or highly regulated environment.
• Managing the overall coordination, status reporting, financials, schedules and stability of project-oriented work efforts, ensuring that programme goals and objectives are met within agreed upon time, scope and budget.
• Track record of successful and timely delivery of IT infrastructure programmes, operating within Waterfall and Agile methodologies.
• Supporting hiring and mobilising teams within portfolios/programmes along with supplier management.
• Track record of creating and inspiring high performing delivery teams and fostering collaborative relationships to assure successful delivery every time.
• Able to work within high degrees of ambiguity, adapting plans and strategies where necessary to help manage risks leading others through change.
• Ability to influence across multiple functions/stakeholders.
• Proactively mobilising, orchestrating, and accelerating complex initiatives with dependent organisations to ensure successful execution and completion.
• Reports on progress, ensuring dependencies are owned and completed while illuminating risks and associated mitigations and remediation.
• Operates across teams and businesses utilising depth of a business domains to oversee and fill the gaps between teams and processes while removing all blocking issues necessary for successful delivery
• Maintaining governance of delivery, ensuring projects/programmes are delivered to time, budget and quality.
• Strong understanding and provision of appropriate governance and assurance to ensure effective proactive management of risk, issue, dependency and assumption management and escalation as required up to C-suite.
• Managing and forecasting programme budget and resource utilisation.
• Third Party Management (e.g. contractors, consultants) to support programme delivery activities.
• A continuous desire and willingness to learn and develop current knowledge and skillset.
• Knowledge of the payments industry, financial services or other regulated environments and ITSM/ITIL processes is an advantage.

Qualifications:
• Degree level
• Practitioner level qualification e.g. Managing Successful Programmes; Prince2; AgilePM
