Job Summary

The Workforce Management (WFM) Systems Analyst II participates in analysis, design, programming, testing, documentation, implementation and auditing of Workforce Management Suite of applications. Assists in evaluation, analysis, maintenance and development of system functionality to meet business objectives  including participating in project plan development/tracking and workflow analysis. Coordinates resolution of system process or performance issues interacting with functional users, internal and external technology resources. Serves as liaison between business units and IT teams as well as assists with end user education and training deployment as organizational change occurs.

Minimum Qualifications

Minimum Education: Bachelor's Degree in Computer Science, Management Science, Business Administration, Health Information Management, or related field 
Minimum Years of Experience: 6 Years of experience in a related business services area and WFM experience (To include 3 years of experience using UKG or related business software in a medium to large organization and 3 years of business area experience working, building, testing and designing related business systems)
Substitutable Education & Experience (Optional): In lieu of 6 Years of Experience, we will consider the following combinations:

  • Associates Degree in Computer Science, Management Science, Business Administration, or related field, with 8 years of experience in related business systems area preferably related to WFM;

Required Certifications/Licensure: Willing to obtain certification in Workforce Management Training  program within 12 months of position if required;
Required Training: Proficiency using UKG WFM or related business software

Essential Functions
  • Provides application support by identification and resolution of system problems, providing in-service training as required.
  • Develops documentation to support system implementations, program modifications and customizations including development of manuals, in-house diagrams and process flow charts according to department standards. Translates technical requirements and procedures into well-implemented business solutions.
  • Develops/Updates programs conforming to established internal or vendor recommended programming standards.
  • Utilizes in-depth understanding and knowledge of workflows, policies, and procedures,  business processes, regulatory requirements and best practices to:
    • Analyze existing practices by facilitating communication, cooperation and information from key users, ensuring patient safety and consistent practices throughout the organization.    
    • Analyze tradeoffs between usability and performance needs.                    
    • Resolve problems and recommends solutions through research, inquiry and data analysis maintaining logs and tracking of issues.            
    • Design, redesign and analyze processes and apply knowledge to build software application.
    • Contribute to the preparation of testing scripts and participates in testing for implementation, upgrades, and fixes.  Performs unit, system and integrated testing tasks.
  • Lead/participate the execution of change management on key business initiatives including, enterprise transformation efforts, and other business process and technology projects across all workforce management related business functions.
  • Assess, develop and implement change management strategies and plans that ready the organization for change by minimizing stakeholders resistance and business disruption, maximizing stakeholders engagement, and driving faster adoption of the changes impacting our employees
  • Develop a change management strategy based on understanding the details of the organization and the groups (stakeholders) being impacted
  • Collaborates with end users, business areas, IT, vendors and leadership to elicit, analyze, communicate, and validate system processes. Team participant and contributor.
  • Serves as project champion to promote the integration of WFM technology.
  • Review and test the quarterly releases and express updates to ensure our processes are inline with the release/update. Develop, test, and document revised business processes when the release/update impacted our operating procedure.
  • Prepares and presents to different groups in an effective manner appropriate for the audience. Contributes to preparation of materials.
Duties & Responsibilities
  • Documents needs assessments, processes, system requirements, change management, and user training materials to ensure successful communication to both technical team and the end user.
  • Assists with software selection, evaluates emerging technologies, and staying abreast of best practices.
  • Coordinates system acquisition and implementation of assigned applications, including hardware and software.
  • Provides ongoing user support and training as organizational change occurs, paying keen attention to user needs and opportunities to offer solutions and modify processes to improve staff scheduling, timekeeping, and absence management needs.
  • Identifies reports and develops report specifications for report writers to meet the needs of the application user.
  • Maintain awareness of current trends in WFM with a focus on product and service development, delivery and support, and applying key technologies. 
  • Serve as a key liaison with third parties and other stakeholders (e.g. Clinical operation, IT, Department Managers, Vendors).Collaborates with vendor to optimize system configurations as organizational needs change. 
  • Create, organize, prioritize and manage system maintenance and enhancement requests; participate in issue identification, tracking and resolution.
  • Perform periodic audits WFM data to ensure conformance with hospital policies and interdepartmental performance standards.
  • Participates in the development and management of Policies & Procedures, including contingency plans related to Workforce Management Systems implementation and use.
  • Performs all other duties as assigned by authorized personnel or as required in an emergency, e.g., fire or disaster
