The RN Program Manager for the Oncology Population Health (OPH) program is responsible for designing and managing the implementation, operations, and evaluation of the OHP program. Key areas of focus will be on developing and implementing structures for effective treatment related symptom management as measured by reductions in avoidable readmission and Emergency Room visits. The RN program Manager has clinical experience in care of oncology, hematology and Bone Marrow Transplant with a high degree of skill in project management, stakeholder engagement, quality improvement, and communications. This role works collaboratively with operational and physician leaders, and external partners to support development and implementation for OPH program in a manner that ensures goals are met. The individual in this role is expected to incorporate continuous improvement process into daily work, using critical thinking and problem-solving skills to address opportunities for improvement while promoting engagement of stakeholders in solution development. The RN Program Manager for OHP will ensure the Oncology population health program practices are concurrent with hospital quality, operational, and strategic goals, policies, and guidelines. The individual provides oversight in planning, coordination of timelines and milestones with stakeholders, tracking and managing deliverables, and measuring and evaluating project outcomes and effectiveness. The RN Program Manager will be responsible for data management, assessment and reporting, assistance in education, and collaboration of implementing nursing care plans for Hematology/Oncology patients. The individual will lead all program efforts with primary objectives to improve quality outcomes for the Oncology patient population and decrease avoidable admissions and re-admissions for this patient population.
Essential Duties:
- Program Coordination: Plans, develops, implements, coordinates, and evaluates the Oncology Population Health Program (OPH). Develops and maintains policies and procedures, guidelines and/or protocols that demonstrate nursing evidence based best practices. Assists with development of order sets and electronic medical record documentation. Maintains current knowledge of Oncology care services, procedures, techniques, and research and enhances their knowledge to improve professional growth and development. Reviews quality reports, Ambulatory Operations related reports, and dashboards to incorporate and use to support managing OPH program. Develops reports as required for patient management and oversight. Responsible for data collection, patient chart reviews, and data entry related to OPH program. Will interface with internal and external payor systems and data, as well as various internal clinical and business teams for program execution. Recognizes sentinel and reportable events and collaborates with the team during the investigation process. Distribute data findings and recommendations to Norris Cancer Hospital leadership team and committees. Ensure that the clinical specialty is in compliance with local, state and federal rules, recommendations, Title 22, regulations Center for Medicare and Medicaid (CMS), The Joint Commission, and other regulatory bodies. Builds and develops database needed for effective and efficient operation of OHP. Collaborate and manage external partnerships and third-party vendors related to OPH program.
- Communication: Articulates the Keck/ Norris mission and vision. Facilitates communication among departments and multidisciplinary team to develop a plan of care and ensure continuity of care. Communicates in an effective manner with nursing and physician leadership regarding ongoing projects, work activities and other concerns. Promotes effective communication and working relationships within nursing areas, and between nursing staff, physicians, and other departments. Projects university and hospital strategic vision, mission and values to all customer groups.
- Consultation: Collaborates with Hospital leadership in the appropriate utilization of resources and establishing cost effective systems for the delivery of quality patient care.
- Education: Coordinates with Hospital leadership educational activities of the OPH program. Assists in development of nursing workflow for OPH program at Norris Cancer Hospital, within ambulatory operations, nurse navigation services and staff. Collaborates with ambulatory operations CNS and education department for OPH training. Reviews, develops, and orders education materials. Prepares and evaluates the effectiveness of education presentations.
- Cost: Fosters financial stewardship and considers financial impact when planning initiatives in conjunction with Director of Ambulatory Operations. Mentors staff to ensure an understanding and ability to contribute to cost effective management of the program
- Leadership: Performs other duties as necessary for the smooth operation of the OHP program. Represents OHP Program and participates in committees. Self-directed to pursue professional development. Exhibits professional decorum and maintains confidentiality in all interactions. Professional role model for all staff in the organization. Actively mentors staff as related to OHP program.

Required Qualifications:
- Req Bachelor's Degree Nursing
- Req 3-5 years Oncology nursing care experience
- Req 1 - 2 years Project management, program management, and/or in a leadership/supervisory capacity in a healthcare setting
- Req Demonstrates leadership and creativity to guide others through change and to new levels of understanding.
- Req Demonstrates ability to effectively work with physicians, staff, and patients.
- Req Demonstrates ability to utilize effective, appropriate and diplomatic oral and written communication skills.
- Req Demonstrates ability to work independently with minimal direction and supervision.
- Req Demonstrates ability to write and publish in professional journals and text.
- Req Proficient computer skills in Microsoft Office as well as Internet access and utilization.
- Req Ability to utilize research data and quality data for improvement of patient-care practice
Preferred Qualifications:
- Pref Master's degree Nursing
Required Licenses/Certifications:
- Req Registered Nurse - RN (CA Board of Registered Nursing)
- Req ONS Chemotherapy & Biotherapy If no card upon hire, one must be obtained within 6 months from hire date and maintained by renewal before expiration date.
- Req Basic Life Support (BLS) Healthcare Provider from American Heart Association
- Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
The annual base salary range for this position is $110,240.00 - $181,896.00.
