ENSCO, Inc., a diverse engineering, science, and advanced technology company is seeking a highly skilled and experienced Senior Procurement Manager to lead and optimize our procurement function across all of ENSCO which includes both Commercial and Federal Government programs along with Corporate procurement needs. 

The Senior Procurement Manager will be responsible for developing and implementing procurement strategies to optimize the company's end to end supply chain, managing third party relationships and ensuring the procurement process aligns with our organization's goals and objectives. 

This role requires a strategic and critical thinker with excellent leadership abilities and strong communication skills to manage a diverse staff of procurement professionals in addition to a proven track record in procurement management.

The Senior Procurement Manager shall perform the following responsibilities:

•    Strategic Planning: Develop and execute procurement strategies that align with organizational goals, including cost reduction, quality improvement, and supplier management.
•    Team Leadership: Lead, mentor, train and manage the procurement team, fostering a collaborative and high-performance culture.
•    Supplier Management: Establish and maintain relationships with key vendors, negotiate favorable terms and conditions, and manage supplier performance to ensure the delivery of high-quality goods and services. 
•    3rd Party Management: Oversee the negotiation, award, and administration of procurement requests, including managing performance and resolving significant issues. Work closely with other departments, such as contracts, project management and finance to ensure third parties meet their obligations and performance standards.
•    Process Optimization: Continuously assess and improve procurement processes and procedures to enhance efficiency and effectiveness around the company's overall supply chain to include material planning, sourcing, purchasing, receiving and inventory management.
•    Strategic Analysis: Track and analyze key vendor performance, establish and maintain relevant KPI's for both suppliers and the procurement team, monitor and manage relevant metrics including PR to PO turnaround time, supplier on time delivery from suppliers and cost savings from all purchasing requirements. 
•    Compliance: Ensure adherence to legal, regulatory, and ethical standards in all procurement activities. Identify and mitigate procurement risks. For Government contracts, ensure that all orders adhere to federal regulations such as the Federal Acquisition Regulation (FAR) and any specific contract clauses stipulated by the government.
•    Risk Management: Identify potential risks associated with third party suppliers and develop strategies to mitigate those risks.
•    Reporting and Analysis: Generate and present procurement reports and analyses to senior leadership, providing insights and recommendations for decision-making.
•    Market Research: Stay abreast of market trends, industry developments, and best practices to drive innovation and competitive advantage.

 

Qualifications

•    Master's degree or relevant certifications (e.g., CPSM, CPP) preferred
•    Experience in administrating and managing subcontract agreements including managing subcontractor performance and resolving significant issues
•    Experience implementing export compliance regulations (such as the EAR and ITAR). 
•    Experience managing corporate insurance including tracking requests, tracking status, interfacing with Contracts and Business Operations and managing invoices (status of payments on current invoices and proactively tracking upcoming invoices) in a timely manner.
•    Ability to come up with creative solutions to complex problems and communicate those to achieve stakeholder buy-in.

Requirements

•    Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field. 
•    Minimum of 10 years of progressive experience in procurement, with at least 3-5 years in a leadership role. Experience in government contracting and/or surface transportation is a plus.
•    In-depth understanding of FAR, Defense Federal Acquisition Regulation Supplement (DFARS), and other government contracting regulations.
•    Strong negotiation and contractual management skills.
•    Excellent leadership and team management abilities.
•    Proven strategic planning and execution skills.
•    Ability to analyze complex data and provide actionable insights.
•    Skilled in identifying issues and developing effective solutions.
•    Exceptional communication and interpersonal skills.
•    High standard of integrity and ethics in procurement practices.
•    Proficiency with procurement software and tools (e.g., ERP systems, e-sourcing platforms).
•    Must have experience utilizing Excel and MS Office Suite, nice to have experience with Deltek/Costpoint.

Division Description

The Contracts and Procurement Division manages all aspects of the company's contracts, proposal preparation/submission efforts, and procurement of supplies and services.  The Division negotiates, awards, and administers contracts and subcontracts, including responding to and pricing proposals, monitoring contract/subcontractor performance, and managing change orders.   The Division is also responsible for establishing and implementing Government Property Management, Export Control, and Procurement Policies and Procedures.  The Division is also responsible for establishing and administering Company's Corporate and Contractual Insurance policies.
