The Nursing Facility Rates and Policy Director will develop and oversee the state's policies for purchasing services from Nursing Facilities (NFs). The individual in this position plays a key role in department, administration and division strategic planning and program development, to ensure a sustainable framework and improved quality and access to long term care programs and services. They direct division staff and operations related to policy development/interpretation, program administration and services and oversees the NF rates policy, systems and processes, and data collection, reporting and research on quality of care and life for NF residents, including consideration of equity with regard to NF access and utilization. The incumbent provides leadership on all legislative work related to nursing home issues and high-level consultation to providers on strategic, technical and planning issues, and performs other duties as assigned by the Assistant Commissioner.

**Minimum Qualification**

Professional leadership or supervisory experience

AND

2 years of professional experience managing programs, including strategic planning and directing the work of staff OR 5 years of professional leadership or supervisory experience. Experience must include:

Principles of management, public administration, budget administration and contract/grant management processes sufficient to oversee programs and establish priorities, remediate problems, and ensure compliance with established standards

Experience with the aging process and demographic trends, home and community based programs, the Americans with Disabilities Act, Olmstead Decision, Jensen, Older Americans Act, MFP grant, disparities and other federal and state policy directions in LTSS, transition services and housing

Program and policy expertise related to LTSS services, NF services and financing (e. g., rate setting methodologies and models governing NF reimbursement, rates and case mix systems; LTSS research and innovation; design and methodologies supporting rates and case mix systems; Minnesota's health and continuing care programs, systems, financing, coverage and administrative operations and managed care services; Medicare and Medicaid regulations and reporting requirements)

**Preferred Qualifications**

Quality, performance measurement and evidence-based care standards; quality indicator development and monitoring; data collection and analysis principles and practices

State and federal rules and regulations governing budget development, management of allocations/ expenditures, accounting principles and practices, and the analysis and reporting of financial data

Federal and state regulatory guidelines for contract management and oversight

Variety of experiences working effectively with others from different backgrounds and/or cultures
