Position Summary  

Occupational & Life Skills (OLS) is an associate degree program for adults with learning disabilities. In this uniquely supportive skills-based program, students apply academic knowledge through community activities, service learning and social experiences.

The Workforce Development Program Manager will lead with effective support and continuous improvement in career development, internships, and workplace best practices. With a robust framework in the ART of OLS, this position works with community businesses partners and with OLS interns directly in the workplace and in the classroom. Data driven decision making will be key to providing strategic direction when facilitating individuals and program advancement. This position will report to the Associate Dean and be part of the OLS leadership team. The current number of interns each year ranges from 16-26 students with supervision of 1 part-time internship coach. This position provides student empowerment and self-determination for student success with the goal of achieving student independence and employment opportunities.

Pay, Benefits & Work Schedule  

Position Salary Range: $76,113/year - $110,364/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $84,676/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department  

Bellevue College's Occupational Life Skills program offers an associate degree focusing on occupational and life skills (OLS) for students with learning disabilities. Through our customized curriculum, hands-on learning opportunities, and internships exceeding 250 hours, we prepare students with the competitive skills needed for success after graduation.

Essential Functions  

Internship Coordination:

  • Facilitate and support the onboarding process for internship sites and students.
  • Establish a collaborative relationship that provides ongoing training and support for business, student, and staff. Trainings include ADA, Reasonable Accommodations, disability etiquette, and disability specific information.
  • Provide onsite job coaching by evaluating tasks and adapting work environment to facilitate learning including fading, frameworks, and adjustments.
  • Train and supervise Work and Life Coach providing learning opportunities, program vision, and direction and intervention as needed.
  • Facilitate employment opportunities with internship sites after completion of internship period.
  • Manage student performance while at internship site, providing constructive and individualized feedback and coaching to students.
  • Develop and continuously improve data collection systems.
  • Keep updated on L&I, HR Regulations, and Insurance requirements regarding internship programs.
  • Collect relevant data through performance assessments utilizing information to foster intern improvement, or to create accommodations that ensure success in the workplace.

Internship Development:

  • Network, market, and identify potential placement opportunities, tour companies, build and maintain business relationships, and secure positions for students as guided by their desired career path.
  • Educate employers about the advantages of workforce diversity and encourage businesses to consider the benefits of hiring people with different backgrounds, including people with disabilities.
  • Recruit and develop relationships with community businesses that lead to internships sites, volunteer sites, and program partners.
  • Collaborate with marketing specialist in the creation of marketing collateral for partnership recruitment and program promotion.
  • Set up and prepare internship sites with business staff, mentor identification, training, job description, task analysis, and accommodations as needed.
  • Coach OLS students in preparation for their internship, prepare professional resumes, and facilitate interviews.
  • Provide training and resources for families and student support teams: Job coaches, Vocation Rehabilitation counselors, current and future employers, etc.
  • Course Support
  • Support classroom soft skills with Field Experience Course instructor as related to internship performance during 6-month internship period.
  • Provide consultation to leadership team on curriculum updates related to labor market needs and employment best practices.
  • Assist instructors with organization of workforce related activities (i.e. business tours, guest speakers, etc.)
  • Facilitate resume building for graduating OLS students.
  • Support the facilitation of mock interview experiences 3 times per year.
  • Create practice opportunities in an office/admin/front desk position to meet requisites of Office Lab course for 3rd year students in collaboration with instructor and different college departments.
  • Assist instructor with the development of a senior presentation.
  • Provide course support to OLS Summer Camp. Support coordination of business tours

Leadership:

  • Develop and maintain a collaborative relationship with Bellevue College entities to further OLS mission.
  • Represent OLS and Bellevue College in a professional manner at networking events and when developing new business relations.
  • Institute and maintain data collection methods; utilize the data to guide strategy and planning.
  • Lead event planning specific to internships and student preparation for graduation.
  • Create and maintain partnerships with community, government agencies, and educational entities to enhance student and program success.
  • Lead hiring efforts for new internship coaches in collaboration with the Associate Dean.
  • Provide ongoing direction, training and mentorship for new hires during the first internship cycle.
  • Create the vision and goals for the OLS Internship Program within the Art of OLS framework.
  • Collaborate and communicate with Associate Dean and OLS leadership team.
  • Support OLS Leadership team with key events (new-student orientation, service projects, senior presentation night, College Bound).
  • Support OLS Leadership team with implementation of Campus Housing Experience.
  • Support OLS Leadership team with facilitation of Alumni events.

Career Advising:

  • Facilitate career pathway development as related to the ART of OLS for upcoming graduating students during their 3rd and 4th/final year.
  • Maintain knowledge of local workforce needs, and consequently advise students as they develop their career goals and obtain necessary skillset.
  • Advise on curriculum enhancements as required by market needs or suggested by partner businesses.
  • Provide employment opportunity referrals to OLS Students and Alumni, and support them in the application process as needed.
  • Provide advocacy support regarding workplace situations and student-related concerns in the workplace.

Other:

  • Perform other duties as assigned.
Minimum Qualifications  
  • Bachelor's Degree in business, human services, special education or equivalent combination of relevant educational and work experience may be substituted for the educational requirement on a year-for-year basis.
  • Minimum two (2) years of experience working with young adults or adolescents with learning disabilities.
  • Demonstrated experience with job development, task analysis, workplace accommodations, and providing on the job supports for young adults or adolescents with learning disabilities.
  • Ability to effectively communicate, orally and in writing, with co-workers, students, businesses, and community.
  • Effective interpersonal and listening skills.
  • Ability to work in a diverse team environment.
  • Intermediate to advanced skill level in computer programs including MS Office Suite and Outlook.
  • Must have a current and valid Washington driver's license with clean driving record, own personal vehicle, and maintain insurance acceptable to the agency's insurance carrier. Must be willing to drive to internship sites on a daily basis. Travel will be reimbursed per state rates.
Preferred Qualifications  
  • Employment Consultant/Job Coach Certificate.
  • One (1) year of supervisory experience.
  • Three (3) years of experience coaching/teaching disabled adults individually and in small groups.
