Position Summary
Fiscal Analyst 5 is responsible for establishing and maintaining financial systems, policies and procedures ensuring the college's accounting systems and controls comply with both college and state regulations. This position involves creating, preparing, and maintaining financial reports and records in accordance with state guidelines, and reporting directly to the Finance Manager.
Pay, Benefits & Work SchedulePosition Salary Range: $69,312/year - $93,240/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the DepartmentThe Administrative Services Division oversees four departments (Campus Operations, Public Safety, Finance, Compliance and Legal Matters) supporting the daily operations of the campus. The division and its departments are responsible for finance and budgeting, public safety, emergency management, public records, contracts and purchasing, legal matters, capital projects, and plant management. Together, they drive efficient campus operations and ensure the college has the resources and the right setting to support student success.
Essential FunctionsGeneral Ledger Accounting
- Monitor state board diagnostic queries (SMARTER) to ensure college accounting practices comply with state and state board accounting requirements.
- Process, review and audit transactions while maintaining compliance with college procedures and policies as well as state rules.
- Advise finance staff on requirements to comply or change transactions as needed.
- Process various general ledger transactions such as transfers, liability reversals, and merchant and gateway fee distribution.
- Prepare payments to the state treasurer¿s office for building fee and the innovation account payments and reconcile the associated accounts.
- Prepare accounting records for the reimbursement of state funding Vendor Payment Advance (VPA) and reconcile the associated accounts.
- Complete month-end and year-end closing activities of the financial accounting system.
- Perform various general ledger reconciliations such as receivables and liability accounts; bank and internal cash; submodule; payroll expense, tax and liability accounts; and, merchant and payment source reconciliation.
- Perform special projects assigned or as identified during the account review and reconciliation process.
- Assist in the preparation of annual financial statements and in annual audits by providing data analysis and documentation, as well as communicating internal controls related to the position.
Administrative Banking Functions
- Create, revise, analyze and maintain administrative bank functions including bank and new accounts set-up, bank reconciliations and analysis, processes, bank fees analysis, merchant fee use and reallocation to provide break-even banking cost analysis.
- Provide book to bank reports to managers and directors, communicating instances of where bank and college records are out-of-balance and research variances.
Provide analysis to Finance Manager on merchant fees, banking costs, and bank deposits. - Prepare banking forms and research data as needed.
- Perform regular Cash Management functions in PeopleSoft.
- Provide documentation and procedures for banking processes to auditors and work with them annually to confirm the college¿s cash position.
- Prepare year end disclosures on cash to SBCTC.
Financial Aid Cash Management and Student Financial Functions
- Perform various Financial Aid Cash Management functions, such as award-to-GL reconciliation, federal and state draws, and award expense posting to the general ledger.
- Communicate with Financial Aid staff on general ledger balances associated with each award, and work collaboratively to improve processes between Financial Aid, Student Financials and Finance.
- Perform other entries and reconciliations related to student financials, such as student financials cash reconciliation.
Investment Processes
- Manage the College's financial investments ensuring best rate and due diligence.
- Handle new investments, retiring issues and wire funds.
- Track interest payments, purchases, maturities and calls.
- Maintain and reconcile investment report, distributing interest to various funds.
- Perform year-end investment accruals and reconciliation.
- Analyze investments and inform management of cash needs, and review trends with the Finance Manager and Executive Director of Finance and Auxiliary Services.
Provide monthly reports on investments and interest rates. - Prepare documentation and procedures for investment audits and year-end disclosures on investments to SBCTC.
Process Improvement
- Improve banking, investment, general ledger and other related processes, constantly working to automate and streamline entries, reviews, reconciliations, communications and reporting.
- Attend PeopleSoft- Enterprise Resource Planning (ERP) and State Board Budget Accounting and Reporting (BAR) meetings and participate in sub-groups as appropriate.
- Perform other duties as requested.
- Business and Finance, which include 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Equivalent combination of relevant educational and work experience may be substituted for the educational requirement on a year-for-year basis.
- Four (4) years of relevant professional experience in the field of accounting and finance.
- Thorough knowledge of generally accepted accounting principles (GAAP), theory, practice and standards, particularly related to general ledger maintenance, reconciliation and financial statement preparation.
- Demonstrated analytical and decision-making skills to review financial information, define issues, and develop strategies to resolve issues.
- Effective written, verbal, interpersonal communication and customer service skills.
- Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment.
- Proficient with Microsoft Office Suite, with advanced skills in Excel (including Lookups, Pivots, Filters.
- Four (4) years of experience with banking and investment reconciliation.
- Experience working in higher education.
- Experience in PeopleSoft financial/accounting systems.
