Position Summary
The Director of TRIO Student Support Services is an exempt position that reports to the Associate Dean of Student Equity and Success and is a member of the Student Affairs Cabinet. The Director is the lead administrator and provides direct supervision for full-time, part-time staff and student workers. This position is responsible for providing administrative leadership, strategic program vision, high impact practice development, coordination and collaboration with other college departments and programs, budget allocation, and program assessment. The position ensures compliance with State and Federal legislation and regulations.
Pay, Benefits & Work SchedulePosition Salary Range: $93,880/year - $136,126/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $104,442/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the DepartmentThe TRIO Student Support Services furthers the mission of Bellevue College by providing individualized support services to students with limited income, first generation college students, and students with disabilities to assist them with their academic success. These services include but are not limited to academic advising, personal guidance and support, transfer planning, assistance with financial aid processes, study skills development, and tutoring. The department goal is to promote and sustain strategies that improve student success, retention, and completion. TRIO works to achieve these goals by offering programs, resources and guidance that facilitates the students¿ transition to college and that supports their progress through graduation and transfer to bachelor's degree programs.
Essential FunctionsOrganizational Strategy
- Develop, implement and evaluate department's strategies to align with the college and division goals
- Interpret and implement institutional policies, state and federal policies and regulations as they apply to the department and to the approved grant proposal
- Use data and national best practices to create strategic plans for student success programming within the department and in collaboration with other Student Affairs Directors
- Evaluate student service processes and procedures and implement changes needed to increase quality of service delivery and department efficiency
- Evaluate staff processes and procedures and implement changes needed to increase quality of service delivery and department efficiency
- Manage department budget, forecasting and making decisions based upon college standards
- Ensure compliance with U.S. Department of Education legislation and regulations
- Manage all records and documentation per federal legislation and regulations; submit Annual Performance Report to the U.S. Department of Education
- Develop a positive environment that supports equity, inclusion, innovation, and teamwork
- Create yearly department goals and forecast resource needs for the department
- Review and update department website as needed to reflect process and service updates
Case Management
- Provide culturally competent case management services on an ongoing basis to a caseload of students.
- Create case management plans and college success plans with students
- Assist students in clarifying personal, education and life goals and provide comprehensive support services, which reflect an understanding of student development theories
- Maintain regularly updated case notes on students¿ progress and service delivery
- Develop educational and behavioral intervention plans
- Work closely with the college¿s Financial Aid department to provide financial aid advising and advocacy for program participants
- Facilitate student access to and participation in college and community resources that will enhance student success
- Facilitate student groups, teach TRIO classes, and lead workshops
Recruitment and Selection of TRIO Students
- Recruit and select students for TRIO program
- Develop department recruiting and marketing materials that clearly communicate the department¿s student success services
- Build and support networks and partnerships between students, faculty, staff, administration and community agencies
- Establish and conduct intake assessments and evaluations with students.
- Determine student eligibility for participation in the TRIO program based upon federal legislation and regulations
- Collaborate with school districts and community agencies serving foster youth and homeless youth
- Serve as the designated support staff for youth from foster care and McKinney-Vento youth
Supervision and Management
- Recruit, select, train, coach, support and evaluate direct report staff
- Train staff to focus on student development needs and to take a holistic approach when working with students.
- Build an effective team that is results driven and characterized by collaboration and cooperation.
- Supervise staff. Evaluate employee performance annually, establish expectations, resolve grievances and take corrective action as needed.
- Ensure accountability and goal attainment for staff by providing support and guidance.
Foster Youth Program Implementation
- Serve as the official college Foster Youth Liaison
- Administer and distribute funds used to support the needs of BC¿s Foster Youth. Manage program budget.
- Serve as the Bellevue College representative on the Regional Foster Youth Consortium
- Represent Bellevue College at all meetings and events serving foster youth in King County
- Conduct outreach to Foster Youth for enrollment at Bellevue College
- Collaborate with community-based organizations serving Foster Youth
- Ensure compliance with the Washington State Achievement Council Standards of Practice
- Perform other duties as assigned
- Bachelor's degree in Student Affairs, Higher Education Leadership or related fields or equivalent combination of experience and education can be substituted for the education requirement on a year-for-year basis
- One to three years of professional experience in a higher education leadership position
- Experience supervising positions in Student Affairs at an institution of higher education
- Experience developing and implementing student success programming that addresses closing the equity gap, student retention, and completion
- Experience working in a diverse, multicultural environment
- Budget management experience
- Effective written and oral communication skills, including with English language learners
- Demonstrated ability to work within a team environment, which promotes collaboration and cooperation to achieve team goals and deliverables
- Demonstrated commitment to addressing diversity in the delivery of all services and programs
- Demonstrated knowledge of, and experience working in accordance of federal, state, and college regulations and policies
- Demonstrated ability to problem solve and work through challenging situations
- Demonstrated commitment to fostering a student-centered environment
- Demonstrated ability to develop and maintain strong interpersonal relationships
- Proficient in using Microsoft Office suite
- Master's degree in Student Affairs, Higher Education Leadership or related field.
- Experience working for a federal TRIO program
- Experience writing and managing federal grants
- Three or more years of experience providing direct student services in a higher education setting to first generation college students, low-income students, and students with disabilities
- Demonstrated knowledge of Heiberg Student Access database or equivalent
- Demonstrated knowledge of degree audit system and ctcLink database system
- Experience providing case management and mentoring students on a wide variety of personal, social, and academic concerns
- Experience with recruiting, teaching classes, leading workshops, giving presentations, and organizing student events
- Experience working in a collaborative environment with students, staff, faculty administrators, and community leaders with various cultural and socio-economic backgrounds
