Position Summary  

The Assistant Director of Emergency Operations reports to the Director of Public Safety. The Assistant Director of Emergency is responsible for facilitating the development and implementation of campus emergency planning response and preparedness, activities, training and exercises, program development, and outreach functions in order to protect college students, employees, and property from any preventable harm or danger. This position requires project management skills and knowledge of institutional emergency preparedness. The Assistant Director of Emergency engages in a variety of security and emergency management activities including investigations, access control, and collaborating with local law enforcement and first responders.  

The Assistant Director of Emergency Operations enforces college rules and local, state, and federal laws. The Assistant Director of Emergency also ensures compliance with the fire code as directed by the Bellevue Fire Department. They lead and direct daily shift operations and provide supervision for classified and student staff. The Assistant Director of Emergency develops and tracks budget proposals for emergency management equipment including, AED¿s, first aid kits, Narcan, fire extinguishers, etc. The Assistant Director of Emergency participates in the discussions on strategic plans for the Public Safety Department. In the absence of the Director and Assistant Director, the Assistant Director of Emergency will serve as the Acting Director of Public Safety.

Pay, Benefits & Work Schedule  

Position Salary Range: $76,113/year - $110,364/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $84,676/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for the overtime provisions of the Fair Labor Standards Act; salaries below the WA State Salary Threshold is eligible for overtime pay.

About the Department  

The Bellevue College (BC) Public Safety Department's well-trained and courteous staff provides personal safety, security, crime prevention, preliminary investigations, and other services to the campus community, 24 hours a day, 7 days a week. The Public Safety staff provide non-violent crisis intervention during incidents or confrontational situations. All Public Safety staff are trained in basic CPR and emergency response for major incidents (e.g., Weather Conditions, Earthquake, Medical Emergency, Power Failure, Fire, Evacuation Procedures, Acts of Violence, Hazardous Substances, Bomb Threats, Weapons Use or Threats). The BC Public Safety Department acts as the first responder for all criminal incidents, provides general patrol of campus facilities and property, investigates collisions, manages traffic safety and parking, coordinates emergency preparedness planning, and provides crime prevention programs. The department responds to all reports of fire and/or medical aid, working in support of the Bellevue Fire Department.

 

Essential Functions  

Supervision and Management    

  • Assists in the supervision and management of the daily operations of the Public Safety Department.
  • Responsible for hiring, setting performance standards, coaching, and evaluating staff.
  • Schedule, facilitate, and track department training for Public Safety staff.
  • Approve requests for leave and timesheets.
  • Ensures compliance with department standard operating protocols.
  • Enforces college policy, procedure, and local, state, and federal laws.
  • Protects college students, employees, and property from any preventable danger or harm.
  • Works closely with law enforcement and the fire department in matters of investigation, crime prevention, and emergency response.
  • Work closely with other college departments to ensure effective security coverage at all BC activities and events.
  • Act as a point of contact for emergency operations related community questions, comments, or concerns.
  • Follow the college Incident Command System structure.
  • Develops and tracks budget proposals for emergency management equipment including, AED¿s, first aid kits, Narcan, fire extinguishers, etc.

Emergency Operations Management        

  • Manages the functional area of the Public Safety Department¿s emergency operations program.
  • Works with college leadership to develop, update, and implement emergency plans, policies, and procedures.
  • Develop and maintain Mutual Aid Agreements and Memorandums of Understanding with partner agencies on emergency planning.
  • Develop, organize, schedule, and facilitate emergency operations specific training to students, staff, and faculty (e.g. Basic Disaster Preparedness, Advanced Disaster 
    Preparedness, Safety Lead training, CPR/AED/First Aid, Incident Command System ICS, etc.).
  • Develop, coordinate, and conduct regular exercises and drills (including tabletops, functional, and full-scale exercises) to prepare staff, faculty, and students for a disaster event or incident.
  • Complete after-action briefings, reports, and improvement plans.
  • Facilitate any contractor trainings related to emergency management.
  • Co-chair the Safety Committee.
  • Serve on the Risk Management Committee.
  • Manage Safety Lead program.
  • Act as the Incident Commander or Emergency Operations Center Manager as required.

Emergency Equipment

  • Maintain and test emergency communications and notification systems for the institution.
  • Manage the acquisition, testing, and replacement of emergency and safety equipment and supplies (e.g., first aid stations, evacuation chairs, AED¿s, etc.).
  • Collaborate with Campus Ops in ensuring fire code compliance for the college campus, include the city of Bellevue bi-annual fire inspection and annual fire extinguisher inspections and certification.
  • Manage the college¿s crisis response supply program (Campus EM blue boxes)

Other duties

  • Serve as essential personnel during suspended operations, emergency response, and recovery operations.
  • Serve as the acting director in absence of the director.
  • Assist with access control, as needed.
     
Minimum Qualifications  
  • A Bachelor's degree from an accredited college/university in Criminal Justice, Higher Education Administration, Emergency Management or closely related field.  Experience may be substituted for the education requirement on a year-for-year basis.
  • Minimum two (2) years of supervisory experience in public safety, emergency operations, or related field.
  • Minimum three (3) years of full-time experience in public safety, emergency operations, or related field.
  • Demonstrated ability to multi-task and manage workload effectively.
  • Demonstrated ability to exercise sound judgement and ethical decision making.
  • Effective communication skills with a demonstrated ability to lead others and manage department resources.
  • Experience in creating and facilitating emergency management training programs.
  • Experience in developing, reviewing, evaluating, and implementing emergency management plans.
  • Experience in developing, managing, and/or participating in tabletop, functional or full-scale exercises.
  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Obtain a valid CPR, AED, and First Aid certification, or ability to obtain within 6 months of hire.
  • Must have a valid Washington State Driver's License, no disqualifying violations, and two (2) years driving experience.
  • Demonstrated ability to promote and foster a healthy, inclusive, and collaborative team environment with diverse employees and student/customer group.
  • Must have FEMA Incident Command System certificates for ICS 100, 200, and 700.
  • Obtain FEMA certificates for ICS 300 and 400 within the first 90 days of employment.
Preferred Qualifications  
  • Experience in Project/program management.
  • Demonstrated knowledge of OSHA compliance requirements.
  • Experience with emergency notification systems.
  • Experience working in a collective bargaining environment and/or unionized work force.
  • Experience working for an institution of higher education in an emergency preparedness or Public Safety capacity.
  • Demonstrated knowledge of laws applicable to higher education, including but not limited to the Jeanne Clery Act, FERPA, ADA, and Title IX.
  • Demonstrated ability to work with confidential and sensitive materials and issues.
  • Have certification as a Certified Emergency Manager (CEM®) or Associate Emergency Manager (AEM®) designation of the International Association of Emergency Managers  (IAEM).
