The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a State Monitor Advocate Assistant with the Workforce Development Administration (WDA). This position is responsible for ensuring Migrant and Seasonal Farm Workers (MSFWs) statewide are provided with equitable services offered by leveraging partnerships at the local, state, and national level that serve the interests of MSFWs by ensuring they have access to these services in a way that is unique to their needs. This role is critical to Arizona given the agricultural industry's significant role in the state's economy and demographic composition.
This position may be available for remote work within Arizona (1-2 days per week in the office).

Essential Duties and Responsibilities include but are not limited to:
• Monitor and evaluate services delivered to Migrant and Seasonal Farmworkers.
• Monitor the Employment Service complaint system for processing complaints and policies and procedures related to customer.
• Assist the State Monitor Advocate to develop standard statewide procedures and processes that align with Department of Labor and state policies; Provide guidance and support needed for quality assurance, internal controls, and achieve DOL, Division, and Administration measures.
• Assist in analyzing data and systems reports in order to make recommendations on service delivery improvement.
• Provide real-time, on-going staff technical assistance to direct service staff to include the development of a multi-faceted training system that is inclusive to interested partnership staff and leaders.
• Develop positive working relationships and collaborate with National Farmworker Jobs Program (NFJP) grantee, other MSFW service providers, advocacy organizations and employers by advocating to improve services to MSFWs.
• Application of DOL regulations 20 CFR 653-658, State policies, and service delivery strategies tied to the administration of the MSFW program, agricultural clearance system, and the Employment Services compliant system, and how they interlock with other divisions, DOL, and key partners.
• Assist in the preparation of the Agricultural Outreach Plan (AOP) and Annual Outreach Summaries.
• Knowledge of mediation, negotiation, and monitoring techniques and practices.
• Knowledge of public relations.
• Skill in verbal and written communication; research and interpretation of Federal and State laws, statutes, rules, regulations, and guidelines applicable to area of assignment.
• Skill in conducting assessments and preparing reports, recommendations, and corrective action plans.
• Ability to provide large group presentations & technical assistance.
• Ability to establish and maintain controls over schedules, timetables, and priorities.
• Ability to develop proficiency in Google Suite.
The ideal candidate for this position will have:
• MSFW background, speak Spanish and have substantial work experience in farmworker activities as defined by CFR 653.108.
• Three years managerial experience in one or more of the functions related to the duties of this class; a master's degree in business or public administration from an accredited college or university may substitute for one year of the required experience.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
• Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
