Proposal Summary:
MSI is pursuing the USAID's building and enabling environment for resilient communities and sustainable livelihoods in the Mbomou-Uele Region activity. The purpose of this program is to support conflict prevention activities while creating and strengthening community resilience and social cohesion. On a parallel track, the activity will address the threats and drivers for biodiversity conservation in the Mbomou-Uele region (northeastern DRC and southeastern Central African Republic (CAR).
Position Summary:
MSI is seeking a Chief of Party (COP) to serve as the senior-most in-country project representative and lead the technical and operational aspects of the activity. The ideal candidate will provide expertise to ensure effective implementation of all project activities. This will be a full-time position based in Kinshasa, DRC. This position is contingent upon award.

Responsibilities:
- Provide overall strategic vision, management and technical direction of program activities.
- Supervise field technical and administrative staff, as well as partner organizations.
- Serve as the primary point of contact with USAID/DRC.
- Lead coordination and communication with key stakeholders, stakeholders, partners, donors, and other government agencies, as well as among various partners, sub-awardees, and grantees.
- Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
- Provide effective and timely responses to inquiries and concerns.
- Oversee work planning, performance management, data collection, quality assurance and quality control methods, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
- Coordinate with Headquarters support staff to ensure compliance with corporate policies, fiscal management practices and reporting requirements.
Qualifications:
- Advanced degree in international development, peace building, conflict resolution or other relevant field.
- Eight (8) to Ten (10) years of professional experience in managing peacebuilding and reconciliation related donor funded programs.
- Knowledge of related technical areas such as peacebuilding, conflict prevention, stabilization, environmental protection and/or biodiversity conservation, in conflict and post-conflict environments.
- Demonstrated capability to develop solid working relationships with a broad range of high-level host country governments, and international agencies.
- Prior experience supervising large teams on donor-funded projects of similar size and scope, preferably funded by USAID.
- Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
- Prior experience in the region; DRC and CAR experience preferred.
- Strong interpersonal, supervision, and written/oral communication skills.
- Fluency in written and spoken English and French required.
