Overview

The Vermont Department of Labor's Workforce Development Division is looking for a dynamic and enthusiastic individual to take on the newly created role of Workforce Expansion Program Manager.  This is a limited-service position, offering a unique chance to make a real impact in Vermont's workforce landscape.

 

As the leader of our Workforce Expansion System (WES), you will have the unique opportunity to design and implement strategies in this system that aims to connect students, schools, colleges, service programs, to the labor needs of employers. Your efforts will be crucial in opening doors for diverse populations to enter and succeed in Vermont's workforce, and in helping connect interested and skilled workers to the job market.

 

In this role, you will:
•    Lead a talented team of three regional specialists dedicated to piloting innovative workforce projects across the state.
•    Guide projects that strengthen local communities by increasing workforce participation and addressing regional labor shortages.
•    Collaborate with a wide range of partners, including other state agencies, businesses, educational institutions, and non-profits, to align workforce strategies with the State Workforce Plan.

 

This is a senior-level position with a focus on program management and leadership. You will work with significant independence under the direction of the Workforce Development Director, overseeing the efforts of the Workforce Expansion Coordinators and working collaboratively with community leaders and other partners across the state.  This position involves supervising, writing, research, and public speaking.


This position is primarily home-based, however, you will be expected to travel to in-person meetings in Montpelier, in each selected community, and in other locations in Vermont.  You must provide your own transportation.

Who May Apply

This position, Workforce Expansion Program Manager - Limited Service (Job Requisition #50927), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed predominately in an office setting. Private means of transportation should be available for travel when appropriate. Incumbents must be adaptable and able to work within tight deadlines and under considerable stress. Some evening and weekend duty may be necessary.

Minimum Qualifications

Bachelor's degree in human services, human resources, business administration, management or public or non- profit administration AND three (3) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

Associate's degree in human services, human resources, business administration, management or public administration AND five (5) years progressively responsible experience in employment services, economic development, non-profit or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

High School diploma or equivalent AND seven (7) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.
