SAIC is hiring a Defense Acquisition and Industrial Policy Analyst to support the Industrial Security Program Manager within the Office of the Deputy Under Secretary of the Navy for Intelligence and Security, or DUSN (I&S) as part of a multi-disciplinary Department of Navy (DON) security team. The candidate will provide support to the Industrial Security and Information Security Teams, to include the DON Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence program.
This position is Hybrid Remote with work located in Arlington, VA.
Job duties include:
- Develop, evaluate, and interpret advanced industrial security concepts and methodologies, to include Public Laws, Executive Law, Executive Orders, Regulations, Directives and Manuals pertaining to administration of industrial security and the National Industrial Security Program (NISP).
- Evaluate and action complex industrial Security matters, NISP implementation, risk mitigation strategies, and overall protection of classified information of all DON cleared Defense Contractors (CDC) within the AOR relative to National Industrial Security Program (NISP) compliance and others.
- Coordinate with DON internal/external stakeholders to resolve complex security issues.
- Provide industrial security support of due diligence reviews of the DON's SBIR/STTRs, fundamental research, development, and acquisition (RDA) efforts that require foreign ownership, control, or influence (FOCI) risk reviews.
- Review security requirements and recommend mitigation actions in support of DON classified contract and SBIR/STTR due diligence program. Utilize technical skills and apply critical thinking to identify, document, and communicate security program vulnerabilities and associated mitigation actions to internal/external stakeholders up to the senior executive level.
- Check the National Industrial Security System (NISS) to see if a review is for a cleared company, if they are under FOCI, and/or if there are FOCI mitigations in place.
- Prepare analytical reports, make assessments, and manage case closures.
- Provide administrative support for risk mitigation review boards (i.e., scheduling, organize, notes, after action report).
- Support the Industrial Security Program Manager with other administrative and technical duties as required.
- Standardize Security language and requirements for protection.
- Assist with the management and completion of the onboarding requirements for incoming SAIC contractors at the Pentagon and Crystal City locations and coordinate SCI read-on for NCIS SAIC contractors coordinating with the DUSN (I&S) Front Office, SSO, and DONCIO.
- Manage ETMS2 Tasker packages and coordinate with team.
- Attend meetings and provide analytical support and feedback as required. Prepare products in support of the Industrial Security Program Manager in preparation for briefings, meetings, reports and correspondence as required.
Qualifications
Required Education and Experience:
- Bachelor's and nine (9) years experience; Masters and seven (7) years experience.
- TS/SCI required to start.
- US citizenship required.
- Experience in Acquisition, Industrial Security and/or Information Security.
- Experience supporting DoD and/or IC.
- Experience with SBIR/STTR.
- Ability to work both independently and with personnel from multiple organizations.
- Ability to effectively communicate and work directly with senior Department of Defense personnel.
- Demonstrated ability to work from high-level, limited, and evolving guidance to produce timely and effective results is highly desirable.
